Construction Update
Chenango Valley Home’s campus transformation is a strategic capital investment designed to support the organization’s transition from a licensed Adult Home to a New York State Assisted Living Residence (ALR) with Enhanced Assisted Living Residence (EALR) services. This transition will allow Chenango Valley Home to provide a higher level of care, including medication management, increased clinical oversight, and aging-in-place services that are currently unavailable in Chenango County. At present, there are no local assisted living or memory care options, requiring families to travel significant distances to access appropriate care. This project directly addresses unmet need by expanding services within a trusted, community-based setting.
The overall capital program is structured as a two-phase initiative. Phase 1 focuses on the conversion of the existing campus to support ALR/EALR licensure through targeted renovations and upgrades. Phase 2 will include the future development of a dedicated Memory Care Unit.
The work currently underway represents Phase 1 of this broader plan. To allow for continued operations and effective project delivery, Phase 1 construction is being implemented in three coordinated sub-phases. These construction phases sequence the renovation and upgrade of multiple buildings across the campus while maintaining resident care and minimizing disruption.
Phase 1
The first phase focuses on the complete rehabilitation of the original 1890s building. This portion of the project includes ten resident rooms, two nurse stations, and two dedicated activity spaces. The building is undergoing significant renovation to bring all systems and spaces up to current standards for safety, accessibility, and quality of care. During construction, previously unidentified asbestos was encountered and safely remediated in accordance with all regulatory requirements. While a contingency had been included for this work, the final cost exceeded initial projections due to the extent of materials identified. This issue has been fully addressed through responsible project management and does not impact the overall construction schedule. Phase 1A remains on track for completion in August 2026.
Phase 1B includes the renovation and upgrades to the attached, twelve apartment, independent living facility. Improvements will enhance functionality, comfort, and code compliance, ensuring these units align with the broader campus modernization effort. This phase is scheduled for completion in September 2026.
Phase 1C addresses the 1950s building and represents a significant expansion of both capacity and accessibility. This phase includes the renovation of thirteen existing resident rooms and the addition of five new ADA-compliant resident rooms. It also includes an outdoor dining patio adjacent to the main dining hall. Completion of this phase is anticipated by December 2026.
Across all sub-phases, the project includes comprehensive infrastructure upgrades. These improvements include upgrades to the electrical service, updated plumbing systems, enhanced fire and sprinkler protection, and the installation of modern HVAC systems to improve efficiency, safety, and resident comfort.
This phased approach allows Chenango Valley Home to strategically invest in its existing campus while maintaining continuity of care for current residents. The work underway represents a critical step in positioning the organization to meet the growing needs of older adults in Chenango County and the surrounding areas to deliver services in a setting that supports dignity, independence, and quality of life.
